بيان مشترك حول الوضع الإنساني في شمال غرب سورية

المأساة الإنسانية في شمال غرب سورية تستوجب تدخلا دوليا عاجلا تواجه مناطق شمال غرب سورية مجددا كارثة إنسانية كبيرة مع حلول فصل الشتاء وهطول الأمطار وحدوث السيول التي تسببت في غرق عدد من مخيمات النازحين.

تجدر الإشارة إلى أنه يعيش في هذه المناطق المحررة زهاء ٤.٥ مليون نسمة، ٥٠ منهم من النازحين والمهجرين موزعون على ١١٠٠ مخيم، وقد تسببت مياه الأمطار في غرق عدد منها، كما كان يحصل في سنوات سابقة.

ولم تقتصر معاناة هذه الملايين في إدلب وريف حلب والساحل على الوضع الإنساني الكارثي، حيث يعاني المهجرون، وهم من مختلف محافظات سورية، من ندرة المساعدات وضعف القدرة الشرائية وغياب الإمكانات الطبية وتفش متزايد لجائحة كورونا في ظل قطاع صحي دمره النظام وحلفاؤه عبر عمليات قصف متواصلة واستهداف متعمد للكادر الطبي، بل زادها كارثة ومأساة حجم التصعيد الذي أقدمت عليه روسيا وحلفاؤها عبر قصف متواصل لتلك المناطق في الأسبوعين الأخيرين، مستهدفة المدنيين، وراح ضحيته عدد منهم بينهم أطفال ونساء، مرتكبة جرائم حرب وجرائم ضد الإنسانية. وتأسيسا على ما سبق تدعو _حركة العمل الوطني من أجل سورية والتحالف العربي الديمقراطي ورابطة المستقلين الكرد السوريين والمجلس السوري للتغيير، الأمم المتحدة ومؤسساتها وفي مقدمتها مجلس الأمن والاتحاد الأوروبي والهيئات الدولية لتحمل مسؤوليتها والتدخل العاجل وتقديم مساعدات فورية لمواجهة موجة الشتاء والبرد القارص والحد من تأثير السيول الجارفة وإنقاذ المخيمات المهددة بسبب الأجواء العاصفة، وتقديم العون للعوائل المنكوبة، وخاصة الأطفال والنساء الذين يعانون بحدة من تأثيرات فقدان وقود التدفئة وعدم وجود مساكن مهيأة.

كما نؤكد على مسؤولية المجتمع الدولي وهيئاته الإغاثية في مساعدة السوريين وخاصة المهجرين والنازحين الذين يتعرضون لقصف وحشي من قبل مدفعية النظام والميليشيا الإيرانية والطيران الروسي مما يعمق من المأساة الإنسانية.

ندعو مجلس الأمن لعقد جلسة خاصة لبحث الوضع الإنساني في شمال غرب سورية وتوفير المساعدات الدولية اللازمة، وإجبار النظام وحلفائه الروس والإيرانيين على وقف استهدافهم للمدنيين، وتحميلهم مسؤولية تهجير مزيد من السوريين وزيادة معاناتهم عبر استمرار العدوان العسكري.

The humanitarian tragedy in north-western Syria requires urgent international intervention. The north-western regions of Syria are once again facing a major humanitarian disaster with the onset of winter and heavy rainfall which have caused flooding in a number of refugee camps . Some 4.5 million people live in these liberated areas, half of whom have been displaced. The displaced are spread over 1,100 camps and the heavy rainfall has resulted in the flooding of several of them, as has occurred in previous years . The suffering of these millions in Idlib, Aleppo’s outskirts and the coast is not limited to the dire humanitarian situation, as refugees – who come from various parts of Syria – are also suffering from lack of aid, a decrease in purchasing power, shortage of medical supplies plus the increased spread of the Coronavirus pandemic. The targeted attack of medical buildings and personnel by the government regime and its allies along with the continuous shelling of those areas by Russia (resulting in numerous civilian casualties including women and children) has only exacerbated the situation making it a crime against humanity . Based on the above, the National Action Movement for Syria, the Arab Democratic Alliance, the Independent Syrian Kurdish Association and the Syrian Council for Change call upon the United Nations and more notably the Security Council, the European Union and international organizations to intervene immediately and provide urgent assistance to cope with the impending winter and cold temperatures, and to reduce the impact of torrential rains in order to save the camps that are vulnerable to the turbulent weather. This is in addition to providing assistance to bereaved families, especially women and children who are suffering severely from the effects of the loss of heating fuel and the lack of adequate housing. We also assert the responsibility that the international community and its relief programs has towards aiding the Syrian population, particularly those who have been displaced, who are being brutally bombarded not only by the government regime, but also by the Iranian militia and Russian warplanes, deepening the human tragedy . We call upon the Security Council to hold a special meeting to discuss the humanitarian situation in north-western Syria and to provide the necessary assistance required, in addition to putting pressure on the government regime and its Iranian and Russian allies to stop targeting innocent civilians and holding them responsible for displacing more Syrians and increasing their suffering through continued military aggression.
